Sure, a frame relay switch is really easy to setup.  You can even use one of the older 2500's with lots of interfaces (I forget the model).

As a follow up does it make sense to provison a frame relay switch and the corresponding WIC cards so I can set up a "cloud" for the CCNP?    

While I like router simulators/emulators I really want to obtain the real thing where is makes sense to do so.
